There are drought conditions all over, and they are issuing tickets for failing to water your lawn? Ten to one a neighbor wants to list their home for sale, and is worried about her yard driving down property values.

She could do what my neighbor did to his backyard: concrete it over. No watering needed.

I, ah, went to Midland-Odessa, out in the badlands of Texas once.

Some do concrete their lawns there. Then paint the concrete green.

Problem is, if she can't afford to water her lawn, she darned sure can't afford to concrete it over.

We've had some dealings in concrete in the past several years. It don't come cheap.

This is one of the reasons I hate police serving tickets in minor civil matters. If when something doesn't go to the script armed police are trained to stop the non-complying actions up to and including deadly force. The STATE is a powerful tool and a awful master.
