Here I was...

...just the other day noting a shift in Russian military policy in the recent rescue of the trapped AS-28 submarine, and then this story comes along.

It seems that the willingness to ask for assistance wasn't quite so easily reached, and might not have come at all had it not been for the story getting out. For the sake of the crew, it's a darned good thing word got out.

It looks as if there're some old national/cultural habits that just won't die.

Which is pretty darned sad--it reminds me of the small church we help support in Russia. One of the ladies grows tomatoes in a hothouse (basically twigs with plastic over it) to sell in Moscow. This is her only source of income, but she is the subject of much jealousy because she actually works hard and manages to make a profit. She can't really use the money though to fix up her house (tiny, and not much more than a cabin) or her hothouse, because any visible success on her part could cause her neighbors to vandalize her property. She's already been victimized by one fire that started mysteriously. Pretty pitiful.

Any culture can take years to change and theirs was an especially strong one.
Think generations.
